Ruff Track providing pathways via intervention – One paw at a time

Many young people’s lives are full of chaos. Home can be a negative space, and school is not working for them. They feel cut off from opportunities that should be available, regardless of their socio-economic situation or home environment. The road to trouble is wide and free from obstacles. Conversely, the road to a future they control, that is stable and purposeful, is narrow, gated, and hard to locate on their current Google map.

When you’re a young kid facing a grown-up world, often on your own, finding the good is more than a simple challenge. Unfortunately, too many children slip through ever-widening cracks. A cycle of violence, day-to-day survival, crime, and eventual incarceration perpetuates itself. Experiencing this firsthand as a Youth Officer, Senior Constable Belinda Flynn, at Hawkesbury Police Area Command, recognised the value of helping young, vulnerable people find the good in themselves and their community and established RUFF TRACK.

It sounds cliche, but many of these kids only need a helping hand and the power of learning how to care. In the case of RUFF TRACK, rescue dogs, came to the rescue.

“At RuffTRACK, the bond between a young person and a rescue dog becomes the turning point that sparks hope and responsibility.”

Purpose and paws

RUFF TRACK is a 5-acre property in Londonderry outside Penrith and around 90 minutes from the Blue Mountains. The RUFF TRACK facility is home to around 12 rescue dogs, and young people entering the program here are paired with a pooch, and the connection is instant. “When a young person gets paired up with a dog, you just see the magic happen. Violence subsides. Confidence grows, it’s like the dog knows the young person is a rescue too and wants to let them know they’ll be okay, says Tara Palffy, Operations Manager.

At RUFF TRACK, the youth workers and volunteers, including a retired maths teacher, a retired art teacher, and people and businesses within the community, provide practical and achievable workshops and life skills. Woodwork and metalwork, barista training using a youth led coffee cart, and sheep herding. Additional practical skills such as resume writing, maths tutoring, and a Certificate II in Rural Operations are supported by counseling, art therapy, and, naturally, dog training. Participants are enrolled in a 10-week cycle program, 2 days per week, that aligns with school terms and times.

For many of these kids, this is the first structured environment that makes sense. It provides a purpose with an achievable outcome, and the dogs are the glue. They might not be jumping for joy when it’s time for maths, but the thought of not spending time with their dog drives them to keep going and explore how much they have inside themselves.

RUFF TRACK is a referral charity. Kids are referred from multiple services and sources and are from all walks of life. While there is criteria for admission into the 10-week program, you can find a place here regardless of your background.

While the team is small, with around seven staff members, the vision is significant. The success of the program and seeing the kids grow are testaments to the program structure. It also makes economic sense. It costs approximately AUD$1M to incarcerate a juvenile. Programs like this keep kids out of prison and eventually make positive contributions to society for less than 1% of that cost.

Grants, fundraising, government assistance, and quality financial governance

Programs cost money, and every NFP and charity feels the financial pressure. There are only so many grants and so much government assistance available. Fundraising is an ongoing battle that can divert much-needed resources from the mission. Accounting For Good ensures NFPs and charities like RUFF TRACK are financially sustainable and have quality financial governance. Without it, the grants dry up and donors drop off. While the amazing people working in this sector are dedicated to their mission, we are committed to helping ensure their mission can continue.

RUFF TRACK is young but has already proven to be an intervention that gets results. The team has bigger plans, including a larger farm stay facility with crisis accommodation, more rescue dogs, and more skilled people, which can expand their impact and help save more young, vulnerable people.

“Hands-on skills, real support and a safe community give every participant the chance to rewrite their story.”

Who participates in RuffTRACK?
The program supports young people (typically aged around 13–17) who have disengaged from school or community, or those at-risk — especially those referred through youth services, community agencies or police.
What kind of activities and training does RuffTRACK offer?
Activities include animal care and dog training, woodwork, metalwork, barista training (via a youth-led coffee cart), rural operations training (Cert II in Rural Operations), life skills like resume writing and maths tutoring, plus support services like counselling and art therapy.
How long does the program run and how is it structured?
A: Participants are enrolled in a 10-week cycle, attending roughly 2 days per week. The structure aligns with school terms and gives participants a stable and supportive environment.
What are the goals of RuffTRACK?

Why are dogs part of the program?
The bond between young participants and rescue dogs often inspires trust, empathy and responsibility. For many, caring for a dog becomes the “glue” that helps them stay committed — the relationship helps them heal and rediscover self-worth.
Is RuffTRACK only about vocational training?
No — while vocational and practical skills are a big part of it, RuffTRACK also emphasises personal growth, mental-health support (through counselling, therapy), social reconnection and restoring a sense of belonging.
What kind of impact has RuffTRACK had?
For many participants, the program has offered a pathway out of hardship. As one success story shows, a youth who was disengaged and had police contact re-engaged with school, built metal-fabrication skills, and found personal pride through his work.
